If they sell to the hotels that RA is only the top 1%, then there is no other way than to keep it classified as "invitation only". They simply cannot publish any bar to reach. The only other option is to publish a bar and hope the hotels are OK with the numbers of RA"s well exceeding 1%. Personally I prefer they don't change the program at all.
