No, Southwest doesn't agree. Their customer service policy simply allows you to get a refund of an optional fee if you are refunding within 24 hours of booking. And I'm not defining what's part of a reservation (and I'm really talking about the ticket because if all you have is a reservation, there's nothing to refund), the DOT does. EBCI is an ancillary fee. If you don't think it is, buy an Anytime Fare on WN along with EBCI. WN offers a full refund on Anytime Fare tickets. So after 24 hours you can call WN and get every penny back that you spent on the reservation. Minus, of course, the EBCI fee because it's not part of the ticket.
