Fuel surcharge. It's really just part of the fare, but airlines break it out separately. In regions where it's still allowed (not the US), it's used to make airfares appear lower. ("Fly from $99*" -- "* each way, based on round-trip purchase, plus taxes and surcharges.")
Some carriers -- not UA -- charge fuel surcharge on award tickets.
