YQ or YR is a carrier-imposed surcharge that adds to the base fare. It was originally created long ago as a "fuel surcharge" for reasons that are not 100% clear to me (it may have had something to do with tax evasion also), but is now a per-segment surcharge which is dynamically computed by the pricing algorithm dependent on your whole journey. It's generally best to think of it as part of the base fare.
