It also doesn't say that you don't get a free slurpee if you cancel at 11:07AM on the third Tuesday of the month. But you don't. It says that "reservations to be held at the quotd fare...cancelled without penalty..." EBCI is not part of the fare or reservation. Fuel surcharges are. As are PFC's, taxes, etc. It doesn't need to spell those out.
