Maybe I'm reading this wrong but it seems your issue is getting a ticket in your niece's name using your child's account, right? I'm going to assume he accumulated his miles with your (or someone else's) CC since he is a minor? Have you tried booking a ticket? If so, and payment didn't work, have you tried putting the ticket on hold and then calling to make payment?
