As the old saying goes - "the bigger you are, the harder you fall". As Westjet gets bigger it also becomes more impersonal and in a place like Cancun likely has fewer people that can make pro-active, on-the-fly decisions and count on upper-management having their back.
You make it almost sound like WS just expanded to CUN but they've been flying there for years so this was a really nothing more than one-off anomaly that while unfortunate is perhaps inevitable given the volume of traffic they have going into this airport.
