Well regarding the elevators, the previous time I stayed at Westin was January (= also low occupancy) and I witnessed the same thing with elevators. There was a group for some kind of office party going on and elevators were equally terrible as two weeks ago. If hockey groups or office parties can cause such delays with elevators in December-January, I am assuming that the situation is not better in times of high occupancy although I have not stayed at Westin in peak periods recently so I cannot confirm.
