This is an excellent explanation of the process. United has a very sophisticated prioritization system which allocates flights in a GDP. When SFO is on the South config capacity drops by more than 50%, plus stability of the operation is impaired by the gusty winds and heavy rain. Even with a 25 AAR, they may actually land fewer. With strong winds at approach altitude, extra spacing may be required between arrivals, due to compression on final.
