The Calgary agent was indeed right. A ski bag plus a pair of ski boots together counts as one item.
If you're travelling to/from Europe, though, you can take your skis & boots in addition to any other baggage allowance. Maybe that's what the agent in YUL was thinking of, and why they didn't charge for them.
