I received that exact same message a few weeks ago when attempting to purchase a PHL-JTR trip. As with the OP it occurred at the very last step in the purchasing process along with a significant increase in quoted airfare,

Based on my (limited) experiences it might be one of the EY flights causing the system to choke:

Google flights shows combined AA & LH flights. AA can't book. Help?
