To me this comes down to whether or not you'll need the EQMs for status qualification. $530 for 3,600 EQMs is not a great rate: not awful either. If the 3,600 EQMs won't make a difference in your 2020 status, and the 25K-Saaver is a reasonable route, mileage sounds like the way to go.
