In Indonesia where I live the "sin tax" for spirits (>15% alcohol) is 150%, for wines 80%, a bottle of Chianti sold in my home country for 6-7 Euro you can buy here for 40 Euro at least, the cheapest Chilean decent wine around 25 USD minimum, only local beers are cheap in comparison but not that much compared to price mentioned above for QR. Thanks god legislators still rejected the proposal of banning totally alcohol in the country coming from some religious parties. I imagine it sucks but at the end Qatar situation doesn't look that bad comparing to many SE Asian countries even more in regard of their purchasing power.
