UA makes use of the information it has and then makes the request to the operating airline for confirmation. A ticket is not issued until confirmation is received. Read the PNR email careful and you will note that is stated.
Generally, on paid tickets, it is done very fast and rarely refused. On award tickets, some airlines are slow and in the meantime, the availability disappears.
Ok, that might be the case. This is the first time I ever redeem a flight with UA Miles (just 'orphan miles that I needed to use) . I have never experienced anything similar with SK where I have been diamond/gold the last 14 years and redeemed tons of flights. Perhaps UA's system here is a little old.
