Yes there are taxis waiting on arrival, there are also taxi company representatives legitimately working in the arrivals area to arrange transfers. Taxis are expensive in Seychelles - many things are - so by all means check around and compare prices. Car hire isn't so dear, relatively speaking, but there you would be best to book in advance.
