I had the same situation for a domestic Business flight, row 1 is blocked for VIP passengers ( in case if there are some VIP's onboard ) and also for passengers requiring baby bassinets. For 777-300ER aircraft row 5 would be blocked instead of 1. For that flight, the check-in agent unblocked seat 1F and assigned me that seat.
