If it has to be one of those two periods, I'd absolutely choose the second. Even if the blossoms are past peak, they usually last a couple of weeks and you are likely to see some decent displays before mid-April. If the blossom period is very early, you can always plan a day trip over to Kanazawa or up into the hills for later blooming periods..
