Amex, Discover and Citi do a great job of this.

I actually just ditched Bank of America because they use to be good at it but then have since gone downhill, and their hours of
operation of 8am to 11pm have left me stranded more than once.

Example: drove from NYC to Florida. In North Carolina somewhere at 3AM used my card at a gas station and it was denied. They didn't open until 8am. Mind you BofA has a thing where they track your cell phone location to prevent invalid declines. Thankfully I had my amex that night
