Hi Airman, I concur athome's comments: unfortunately there seem to be 2 different sets of X/I/O inventory, one for upgrades the other one for plain awards. I was once waitlisted for an upgrade into I and the agent told me that actually they had 6 I seats available for awards. In the end, I was changing flights anyways so it did not matter.
