Yep, there is an initial rush of power as the transformer and other circuitry energises and attains an equilibrium state. Using a lower rated power supply unit would probably be a good workaround if you need a source of power, whilst it won't be able to completely sustain the laptop it can extend the battery life so that it doesn't discharge as quickly, and it's inrush current will be less so hopefully won't trip the breaker.
