Bulkheads are always blocked and are not assignable at online check-in. If you called the call center they may not have access to the check in system (these are separate: TK uses IBM Res 3 - internally called Troy - for reservations and CORECOM DCS /Departure Control System/ for check-in). Unblocking of bulkhead seats can only be done in the DCS and not in Troy.
