QR is correct. EU261 allies to all flights departing from with in the EU and flights to the EU when operated by an EU Community Carriers. QR is not an EU CC. If this was a flight outbound from MAN EU261 would apply.

As Qatar Airways is not a community carrier and the delayed flight was departing from an airport situated outside the European Union, we regret to inform you that the EC regulation does not apply on this case and respectfully decline your request for compensation under EC guidelines."

I am perplexed- I thought the regs would apply and compensation due as arrival into MAN was delayed by more than 6 hours. Could someone please advise? Also, I am not sure if sending an email to this customer services account was the best idea, but I could not find where on the website to send in my compensation claim. Under the contact us tab, there is option for "claims". The only close one I can find is "refund", but I don't think that is relevant.
