I have no idea how much your voucher is for, but $14 hardly seems deserving of the ‘balloon’ hyperbole. How much did you ‘lose’ in the exchange rate? Are you back down to a few bucks? I agree that paying US taxes without touching US airports is counterintuitive, though.
