I think you can just use transit visa ETA not VOA, also I found it will be easy if you on connect Oneworld carrier as they have transit counter so you not need to go through immigration and check in even on separate ticket and no checked luggage . But I have 1 time UL to QR they were able to locate my luggage and recheck my luggage to final destination.
