The “best” will be far from cheap.
IMO you really want USDA Prime dry aged beef, and that’s $$$. Typically $50-65/steak and up.
Luger’s and Keens are good choices, but also Sparks, Wolfgang’s, Porter House, Quality Meats, BLT Steak/Prime, probably a few others.
I’m sure there are some hidden “gems” that might better qualify as value, but I usually just stick to the bigger names.
