Other details: US Citizen, wheelchair - can walk short distance, Premier Silver, flying Business.

Any tips?
With a wheelchair you'll get to the front of the immigration line ... but with a checked bag you'll have to wait ... and if your flight departs from terminal A (some IAD flights do) or you arrive into terminal B you will have to change terminals. It is certainly doable if your arrival is on time, but I'd suggest a longer connection if you can -- otherwise be prepared to misconnect and take a later EWR-IAD flight. MCT for your itinerary appears to be 1:30 ... (depends on exact flight information). 1:39 is cutting it pretty close t that.
