Frequent flyer programs sell for $$$ ff avois/miles/points to airlines (own & others), credit card companies, hotels, etc. Those business reward (bribe) you with avios for your business. The business make a decision on the cost of buying that bribe, so effects what you get.
Selling ff avois/miles/points for $$$ is very good business: better than running an airline

In your DOH-PER flight QR do not want to hand over many $$$ to BA Executive club to reward you with avios for flying with them.
