Safe from a walking standpoint, yes. It's really a narrow paved road (barely wide enough for a small car to pass) in good repair, flat, and illuminated. From a crime standpoint, I don't know. I've been up there plenty of times after dark, but not at 4am. I would be surprised if there was any kind of public safety issue up there that you need to worry about, but perhaps a local could better advise. I don't think it would have even occurred to me to think about it, if you had not asked the question, but perhaps I'm just not aware of the danger.
