Prior to the launch of Signature Service, this was offered "randomly" to J cabin pax as per this original thread. VIP was anecdotal but based on what cow is saying I guess it's official.
VIP was what I was originally told in 2015 by people who would know (i.e. not front-line employees).
However, VIP perks aren't published anywhere. So combining that and the fact they're already getting this service, I would interpet "we plan to extend it to other eligible customers in the future" to mean someone other than VIPs, and I think the only logical extension to that would be SEs, maybe with some caveat (i.e. R and I class, but still traveling in J).
Mostly irrelevant to me though, since I can count my dom-int transfers in YYZ on... well I don't even need any fingers
