I believe it is a well known hypothesis that Medallions - on average - are given higher FCM offers than non-statused passengers. As far as any empirical documented evidence of this I cannot say. I do have personal experience with a non-statused colleague of mine that got a $149 buy-up offer when mine was showing at over $400, but that could be attributable to any number of causes.
The logic here as to why Delta would do this is twofold: one is that Medallions are less price sensitive than the average traveler - and, therefore, Delta will try to extract more money out of them - and two that Medallions don't want to see their potential upgrade space being given away "on the cheap" so Delta does not show them the best offers.
