Because many smaller European airports you could easily park for free in the city then take a walk to the terminal, such as INI (Nis, Serbia).
It's say it counts if it's legal, free long-term parking. That is, could you leave your car there for a week and not get a ticket or get towed. And preferably have no higher probability of getting stolen or stripped than if it was sitting in an airport parking lot.

I've lived in places where they had few if any parking restrictions, but if a car sat unmoved on a city street for more than 48 or 72 hours it could technically get towed. Usually needed an annoyed resident to call and complain about it.
