The need for these seats surely were known to be needed before boarding began, in which case this was a poorly planned situation, or someone was late in advising the gate of the rerouted/late revenue passengers, in which case recovery was needed. Definitely all airlines endeavor to board revenue passengers first, so it looks more like there was an error in boarding to begin with, rather than some impressive action.
