There are reasons why I wouldn’t find that odd at all: ownership restrictions, whether by way of law or by contract negotiation, about a property and/or the property’s tie-ins during a sale; and expertise in sourcing for and operating all-inclusive properties is often seen as being much more effectively done by those with greater and more local subject matter expertise than by those whose operational history in the service and locality is not as deeply focused.
Some would say this achieves the benefits of a fideicomiso arrangement in the restricted zones while yielding other benefits that don’t happen with a fideicomiso arrangement.
