Please don't rely on summaries, even if provided by the insurance carrier, let along a blogger. You really do need to read the contract itself. Definitions may be non-obvious and those definitions may radically change the coverage.
As to whether you should. Yes, unless the amounts involved are trivial to you and you can afford to pay out of pocket. Usually not the case for a $10K ticket. Medical evacuation often also comes with other features which can be very much worthwhile such as 24/7 medical consultations with a local (ship's doctor) professional, handling expenses for someone who must be with you should you be hospitalized for a period of time before being evacuated, and finally the logistics of arranging evacuation.
