The restrictions of the Light fare that applied at the time of booking should hold. You wrote that you "just" booked it, so I'm assuming it was done after the updated policies were announced Tuesday. You can certainly call and ask. I don't know how Lufthansa documents the restrictions on their website, or if they were up-to-date at the time of purchase.

You did book TATL Basic Economy; Lufthansa calls it the "Light" fare. It's the same product, though. I wouldn't expect Lufthansa to tell you how many PQMs you'd earn for MileagePlus. Unfortunately, the United earnings chart changed two days before your purchase. I highly doubt that LH is going to give you a refund, but you could ask.
