No, they still have capacity controls for partner awards and that's what O class is, they just don't apply that internally when redeeming via Flying Blue.
If you don't see O class, you can assume it's 0. Upgrade with who? FB or a partner? If you mean with FB then that may not be the case anymore after AF/KLM changed how awards worked for FlyingBlue months back:
