Could someone net out for me about breakfast/lounge, etc, so I can update the exec lounge sticky?

This is what I have currently listed in the sticky:

* Cancun / Westin Resort & Spa / Royal Beach Club lounge; not sure if it's open to elites or have to book RBC room; Open; 10/18 update

So, not having stayed there, is the RBC open to all Plats or just if you get the room? Is there breakfast in the restaurant as an option, or is it part of the platinum arrival gift option, where you have to choose between points or breakfast? Any input appreciated. Thx!
