You need two lefts - the first to take the "connecting flights" path, and the second then to get to the baggage recheck. If you accidentally go right after the customs area then you're not going to see it.
The recheck area isn't always staffed, but HND-SFO arrives around 8am, and it's always staffed in the morning.
