The exception to that is that BA has codeshares on Air Italy service and they do count for TP, Avios and Eligible Flights
Perhaps the OP should check whether the LA-Milan flight also operates with a BA codeshare flight number and price up/book this as this would then be the caveat needed to securing TP as well as avios?
