Looking at reports in this thread from other Chicago properties, it appears that Lowes also allows $30/person, and Peninsula allow $72/room. I don't think the test is whether you can spend more, but whether the allowance will buy "a" breakfast.
Most likely, yes. It was my fault for not asking the front desk to clarify, but in the past when I have, the answer has always been that the credit is per person. $30 would barely buy a breakfast at the Four Seasons. I assume each property sets that policy.
