I think you should have access to any one world lounge even if 1st flight is in Y as long as you are flying the same day. correct me if im wrong?
My experience at PVG is different to yours. In dozens of flights out of there on CX and KA they have always been just fine.

Ordinarily the OP should get lounge access connecting to a long haul, but in this case there is no oneworld lounge in PVG as it's closed for renovations. There is a contract lounge, but given the number of pax in biz class and other elites it is possible the contract lounge was at capacity.
