I can only speak from my own experience so hopefully others will chime in and we can get a sense of "typical". I arrived at Hanoi on a Friday at 10:30pm in November and customs was pretty empty so for me it wouldn't have been worth it. However, it's a big hall and it's possible it does get crowded....it was actually starting to fill up as we were leaving. I think it just depends on how many flights get in when yours does or you just have to decide to pay or risk it. I believe February is peak tourist time so it's very possible it will be more crowded than it was for me. I don't know if I just got lucky.
