Delta's Surfboard Policy...2 Bags + (paid for) Surfboard?

I have searched the forum and read Delta's surfboard policy numerous times; however, I still am a bit confused.

I am flying Delta from PDX - ATL - ELH (North Eleuthera, The Bahamas). I will be in First Class so I get two free #70 bags. My daughter wants me to bring a surfboard in addition to our kiteboards. We usually pack the kiteboard gear in "golf style" travel bags that often flies as part of the standard baggage allowance; however, the surfboard requires a bag that makes it obvious what is inside. Delta charges $150.00 to carry surfboards.

My question: Does paying the $150 fee allow me two free #70 bags PLUS the Surfboard Bag? I don't want to pay an "excess baggage fee" in addition to the "surfboard fee". My kids are flying straight from school to The Bahamas so my wife and I are left packing all of the kiteboarding gear. My wife is taking some of the smaller gear a week earlier and I am left to deal with the boards etc.
