We stayed in February, booked Busakorn pool view, complimentary upgrade to Pool Access as IHG Spire Amb - and a very nice surprise of complimentary mini bar which included Singha Beer, Coke, Fanta etc (no spirits) which was restocked daily.

I think generally they try to upgrade Spire wherever possible - but it will depend on availability. The pool access was very nice with your own sunloungers right outside your door - however I wouldn't pay £80 / 3500thb a night for it personally - not with how much that will get you outside the resort! That's breakfast, lunch dinner AND beers for the whole day! I'd risk it and save the cash.

And we all know IHG is stingey with breakfast and never includes it at properties without a lounge ime. Room service rates were reasonable though from what I remember and I think they gave me 20% off all dining and beverages on property when charged to my room. Of course you're literally 5mins walk from the hundreds of Patong restraunt options.
