My recollection from flying when certificates were the only way to get on the upgrade list was that there were never more than maybe 3 people listed for upgrades. (I tend to fly off peak.) Between that and my experience on the outbound, I'm suspicious that some part of this opaque process was broken, at least for my trip...
It wouldn't surprise me - and because it is so opaque, there is no way of really knowing,
