The onus is really on the passenger to know where they are going and the requirements for that journey. They should have kept pestering for a STEB, especially if they knew it was required. The cabin crew may have presumed the passengers journey ended at LHR

I bought duty free on a CAI - LHR service and the senior cabin crew warned me I would have it confiscated at security in LHR when transferring. I assured him I do this journey regularly and as long as it is in a STEB with the receipt, then its not a problem. He went ahead with the purchase but kept reiterating that it was at my risk. As expected, there was no issue with security however sometimes it does get sent for secondary screening and I've also had them open the STEB and put the bottle in to some sort of machine for checking before
