Rule is now 100k per year, no fee for any member (not that the $10 was charged before even though they could), but no longer can go over for an award. It's in the T&C on the new program. The member that is transferring OUT the points calls in, asks to transfer 100k, gives the account number of the receiving member, and its done. No award redemption is necessary.
