I know the math is wrong and it's due to the FTP $1 surcharge still lingering there.

I have called Avis on phone, and they don't have a clue.

From what airport are you renting? It's a little hard to believe that there is still an airport where there are no sales or other taxes on rental cars and no airport-imposed fees.
