Yes, because the same card on different devices have different Device Account Numbers, and that is how TfL associates it.
The card networks are currently in the process of implementing something called Payment Account Reference which is a static number assigned to the account itself and which remains constant across the physical card and any mobile wallets. This data element would allow for the customer to tap in and out with the same card spread across multiple devices. Hopefully TfL leverages that in the future.
