So that's a very strange (and specific) claim, but I was able to test it and it appears to be true, at least for the data SIM. I put my Fi data SIM in my work iPhone SE (iOS 12) and set the APN. First I had to force it onto the correct network--somehow Fi will roam on all three Belgian carriers but has access only to HSPA on two of them.
I had working LTE data, but it wouldn't tether--I could turn on the portable hotspot but nothing could connect to it successfully. I tried a Win10 laptop, a Chromebook, and my Android phone. All three of those devices tether just fine to the iPhone with its Belgian SIM.
I then tossed the data SIM in the
el cheapo Nokia 3.1 we keep around for visitors and as a backup. Tethering works great, so it seems to be something to do with iOS.
